{"id":107,"date":"2015-09-26T16:08:18","date_gmt":"2015-09-26T16:08:18","guid":{"rendered":"http:\/\/catsforharper.ca\/?p=107"},"modified":"2015-09-26T16:08:18","modified_gmt":"2015-09-26T16:08:18","slug":"monster-omnibus-bills","status":"publish","type":"post","link":"https:\/\/cats.vttoth.com\/?p=107","title":{"rendered":"Monster omnibus bills"},"content":{"rendered":"<p>Here is another one of the Harper government&#8217;s unforgivable sins: the abuse of omnibus bills.<\/p>\n<p><a href=\"http:\/\/obiter-dicta.ca\/2015\/09\/08\/harper-and-his-many-omnibus-bills\/\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-108\" src=\"http:\/\/catsforharper.ca\/wp-content\/uploads\/2015\/09\/omnibus.jpg\" alt=\"\" width=\"563\" height=\"390\" srcset=\"https:\/\/cats.vttoth.com\/wp-content\/uploads\/2015\/09\/omnibus.jpg 563w, https:\/\/cats.vttoth.com\/wp-content\/uploads\/2015\/09\/omnibus-300x208.jpg 300w\" sizes=\"auto, (max-width: 563px) 100vw, 563px\" \/><\/a><\/p>\n<p>Bills in a legislature are called omnibus bills when they contain unrelated pieces of legislation. Tacking on such unrelated clauses to a bill are common in the US Congress, but lest we forget, the US Congress differs from Canada&#8217;s parliament in two very important respects: First, there is no party discipline and second, the executive is independently elected and has veto power.<\/p>\n<p>These checks and balances are absent from Canada&#8217;s parliament. This is why the Harper government&#8217;s inclination to use omnibus bills as a matter of routine\u00a0is so troubling. Particularly insidious are omnibus budget bills. For instance, the <a href=\"http:\/\/www.theglobeandmail.com\/globe-debate\/editorials\/another-budget-another-contemptuous-tory-omnibus-bill\/article24404300\/\">latest budget bill<\/a>, which included provisions about creating a Parliament Hill police force, dealt with suspected terrorists&#8217; passports, and the records of the defunct Long Gun Registry.<\/p>\n<p>While not illegal, this practice should be considered exceptional, used only in the rarest of cases.
